oh my god. im so upset. i just called the police. not only is my seed washed away but my basement is gonna flood.

so the police say that in order for them to pay for the damage i have to go thru homeowners ins or take them to small claims. but ugh its such a pain is it even worth it????

If you think it is worth it. Try to find out the town's regulations for having and maintaining a pool. Like I mentioned previously, they should have pumped the water into a storm drain instead of on their property.
Also, call your insurance company for advise.

You have to determine (1) is it woth it financially to go after these people, and (2) do you want to live next door to someone you're suing.
You'll likely be living next door to these people for a long time. Do you want to be feuding with them and having grudges with them forever? Suing them will cut off any neighborly friendliness there might be left there.
At the same time, you don't want her doing this again and don't need anyone damaging your property unnecessarily. You need to do some research to find out if what she did was even actionable in court. It probably is, but I don't know. You should also look into your town regulations for pool owners as someone else mentioned. You could also call your homeowners' insurance company for advice. Settling it through insurance might be better / easier.
In the meantime, take pictures ASAP!! Of everything - outside, the basement, etc. Move anything that could get damaged, as you have an obligation to mitigate your losses here.
Good luck. This *****. Just take the high road and deal with it through the appropriate channels - try not to get into it with her.

I would tell her that you paid all this money and they f'd up your yard and she needs to fix it ASAP and let her know that if there is any damage to your basement they're paying for that too.

OH MY GOD! Definitely take them to small claims. Go to Judge Judy, she'll put that woman in her place. Its so easy for her to tell you youre acting like a baby. Her garden wasnt the one messed up. Some people are so disgusting...

First take LOTS of pictures. Then call your insurance company and town hall about the pool owners regulations. It is definitely worth it. If you don't put your foot down now God knows what she'll do next. Good Luck!!!
