NWR: Speaking of rescuing birds...help

I have a baby bird (actually pretty big for a baby but has baby feathers) in my backyard who cannot fly away and seems to be looking for its mama. He/she seems to be timid but i think i could capture him/her but then what to do with Tweety. I researched some stuff online and it said to feed it raw ground meat which we tried but Tweety wouldnt touch it. What should i do with him/her?? I just went outside to check and there my poor little Tweety is with his/her little head tucked in her wing sleeping. Any ideas where i could bring him/her??? I live in south suffolk but will bring Tweety wherever he/she will receive care. TY
