NWR: who do you file a complaint with against a credit card company

I HAD a credit card thru a company who is causing a lot of issues. Several times I gave them my account # and had them pay off the balance in full and then close out the card forever. Well, they decided to use my account to pay everything but $1 so that they could continue to send me bills in hopes of a late fee. well, I wasnt hoem for over a month and guess what...got the bill and a late fee for a card that was SUPPOSE to be canceled and paid off.

Long story short, I want to file a complaint against them. How do I do this??

My father told me this, since he works for Citibank and one of his friends works in this deparement regarding the credit cards-

Call the Presidential Complaint Department. The cutosmer service people have to give you that number. And my father said that every company has one....and they deal with your problem personally.

I did it when Delta Airlines lost FH and my luggage when we went on a cruise just a week ago. They werent going to refund us the money we spent on necessary items- toothbrush, soap etc. and we were without our luggage for 2 days.

FH called that Presidential Complaint Department of Delta and we are not only getting all the money we spent on those items but $$ back for inconvinence.
