NWR.........Skin

okay so i need some beauty advice.
Under my eyes, kind of like on my cheek bones, its red. its red all the time.....not just when im in the sun or out in the cold. Does anyone know what I can do or who I can go to to make it go away? I know it sounds silly but it annoys me!!
Also, how can you make your pores smaller? is there a such thing?
