not positive but doesnt that mean like hangin down?? like how people put garland with like the loopy looking cant describe it right best thing i can think of is :

If you are having a full mass, you don't want the tulle, or anything, swagged - it blocks access in & out of pews, and during a mass people have to get in & out for Communion

Yes, plus some churches don't allow it.

My church doesn't allow any decorations that impede access to the pews from the center aisle.
