You should call your hall and ask:
#1 What does the 15% (or 18% or 19%) gratuity on the contract cover? #2 What other tips are suggested? i.e. Maitre D, Bridal Attendant, Bartender(s), etc...
They'll lay it out for you.
Generally speaking, the gratuity covers the actual salaries of the servers working that night, not a tip. The maitre'd 'fee' is also part of this, but not an exact number.

my hall told me that the 18% gratuity will cover the tip for the staff... we just need to tip the maitre d'...
