usually kids under a certain age are half price...so they dont count towards the minimum. However, my rh said if you are having trouble making the minium they can count the kids and vendors towards that min.

If you're having trouble meeting the minimum, most RHs will count children. However, if you're not paying full price for them, they won't count otherwise.
Well this is how my RH works...basically whatever your min is times what you are paying per person is what you are guaranteeing to pay them so if your rh charges half price per child then 2 children would count as 1 person for the minimum, I believe its the same for vendors (or they said they would really like the min to be without vendors but it would be ok to include them if you cant meet the min but they would be at full price)
My Rh does count children in the min. They are also $40 per child under 10 years old

I believe they count as along as you're paying full price for their place.. some RH's give a discount on kid's plates if you have already reached your minimum.
mine counts towards the minimum and once i reach my minimum i am paying half price
