One per room, but I filled it with enough for two guests. Meaning two bottles of water, snacks, etc...

Re: Oot bags
I think one per room is fine....but I am going to instruct the hotel to give out the bags 1 to every 2 people...just in case there are 3 or 4 people sharing a room.

Maybe this is a dumb question , but what are out of town bags? Are they bags you leave in the hotel that have snacks and stuff in them? What do you put in them?

they can be either baskets or bags that you leave at the hotel for the guests . they can include water, chips, fruits, candy, asprin etc. Its like a way to show your appreciation for people comming from far.

One per room, but enough for everyone staying in the room - 4 bottles of water, 1 Map of the Area, 1 Car Rental, 4 packages of care - body lotions, etc.
