OOT bags?

Starting to think about these (budget wise) and have a few questions

What exactly should I put in them?

Do I distribute one per couple or one per person??

We did these for our guests who stayed over the hotel so one per room.

We put in mini water bottles, 2 bags of chips, M&M's, gum, tic tacs, pretzels, peanuts, cheese & crackers, a NY lotto scratch off and an invitation to the breakfast we had the morning after and a thank you note to our guests for staying over.

I think that was it.
