Re: out-of-town bags criteria
I made an OOT bag for anyone that stood at my hotel block. Some of the stuff I put in the bag was totally needed by those 'wasted people' so I was glad that I did! Our RH was kinda far from most people so that was another reason why they stood at the hotel.

I'm thinking the same thing - a lot of people live nearby but will probably stay if they're drinking. I'd like to do mini-versions of the OOT bag, with snacks and ADVIL etc but can do without the bigger things I think.

I don't know about your hotel, but most won't differentiate between who you want to have which hotel bag. They'll all be behind the desk and they'll just pass them out as your block arrives.
If they're willing to do something special, consider yourself really lucky, so I would ask what they're willing to do before you worry about making several kinds.

I would provide one for any people that book a hotel room.

I completely agree!!! There is no way that a hotel clerk can identify who is who at a wedding.

Definitely this. You don't want to add unnecessary stress.
