Our passports just expired......do you have to go in person to renew it? is there an application to fill out online?? do I have to take a new pic?

Some post offices take pics....but also any drug store with a photo dept takes pics too. I got mine at Rite Aid.

you have to go to the post office and get a renewal form, have new photos taken and send the form in with the photos and old passport, and a check - I think it was $80

I don't think you should need a new pic. Depending on how long it's been expired you can apply online or via mail.

I just did this last week - pics can be taken at drugstore and now most post offices will take the pics too - applications available on line - depending on how long passport has been expired - you may have to reapply for a new one - mine is expiring next month - i was able to just mail in application and didn't have to appear at post office

I'm in the process of renewing mine.
You have the option of going to a selected post office or mailing it in. It's not like a license, you will always need a new photo.
