My FMIL gave me a program from a wedding a few years ago, and I like that the cover is not just a solid color paper. Anyone know where to get something like this?
Always start at Michael's! I think I've seen stuff like that in their multi-packs.

Re: patterned paper for program cover
Any arts and crafts store should have scrapbook paper like that - Michaels or AC Moore. You could also try Paper Presentation which has a ton of patterened and diff color paper or maybe Kate's Paperie
