i personally think that you can give whatever gift you want to them and if paying for either their dress or makeup is nice but it might take up most of your budget for gifts. i would pay for half of the dress each (which is usually the deposit) and then get them gifts for the day of. this way, you can help them out but you can also still get them gifts as part of your thank you. this is what my sister did and it was greatly appreciated.
I paid for BM's dresses at my wedding, altogether 4 as well as their make-up. You should do what you can afford since expenses are taking a toll with the taxes and economy. Let your BM's know, you will gladly purchase only one item for them that you can afford. And the rest of the expenses they have to cover from their own pocket. Depending on the cost of the dress, I think make-up would be relatively inexpensive if you are doing a package with a salon or make-up artist.
I'm not paying for the BM's dresses. I was thinking of maybe the makeup and then a gift, not sure yet.
