are there any alternatives to petal cones for the petals at the church? i was thinking organza bags but are there any other ideas?

I recently went to a wedding where the bride made petal cone holders, but filled it with small heart confetti sugar to be thrown at the bride and groom. While the guests waited outside, some of them ate the sugar hearts (they were so tiny, it couldn't cover a finger nail).

You could get really tiny baskets, but that might get expensive.
