photo editing tool

Can anyone recommend a free tool they've used to edit their photos? I don't have photoshop and would prefer something easier and cheaper! I just want to play around with some of my proofs--be able to remove some background stuff, play with b&w/colors--basic things.

Any recommendations? Thanks so much!
