Photoshop or other graphics-photo type editors

I am (drumroll please - ta-da-da-da-da-da)CLUELESS about photo editing but want to learn. Can anyone suggest software that's not as $$ as photoshop to just add some simple still graphics to photos and crop, etc.?

Microsoft Photo Editor is a really simplistic photo editing program. To be honest with you I am not sure if it came with my computer or how I got it! It's cool though! There is also Firehand Ember, but I'm not sure either how you obtain a copy! Sorry if I am not of much help! I know with the DELL computers, mine came also with a dell imgage expert program---
