I bought my garter prior to having this idea. I went on EBay and bought little charms of a handcuff and a shield for $2. I'm sewing them onto my garter. The name of the seller is Pushpinangel. Good Luck!
Another great idea....I wanted a really cool cake topper, but i'm not actually putting it on my cake, just besides it. I found magicmud.com. The owner is Hunter and he is awesome, he uses real life pictures to create a personalized sculpture. Take a look at the site!!
