Pre-Paid Cell Phone?

I am thinking about getting my parents a pre-paid cell phone for Christmas since they still do not have a cell phone and prob never will get one on there own because they still think it is 1950.

So, I found one from T-Mobile for $75 - it comes with the phone and has 235 mins good for one year - is that a good price?

TIA
