do you do the name change forms before or after the wedding?

i thought it ws once you get your marriage license you can do the name change application as that is legally when you are married

you aren't legally married til you have someone perform a ceremony.
you can go get a marriage license, toss it... and never use it if it came down to that.

after...once you get your marriage certification sent back to you, you can start. first SS security and DMV...then banks, cc, work payroll, insurance, passport...
