well Eliza is known to be one of the best there is and she is located in manhattan. Theres also Damone roberts who is the guru of eyebrows and is opening up a salon in manhattan soon, it was supposed to open in october but the salon is still being renovated so hopefully it will open up soon.
and here is eliza's site...my mom knows her and her best friend used to work with her and they told me that she is booked months in advance so i would call to get info way ahead of time, she is known to be the best in new york so thats why
