I would say have a program for each person. The tossing confetti you can have a little bit less of.

You definitely don't even need one per couple.
I made 150 programs and we had leftovers. We had 250 people respond YES to our wedding - and while I know not all came to the Mass, I know that uninvited people came to the church. It was packed.
I made approx. 200 wedding wands. WAY too many!!!

The MOST you should make is one per couple, but I'd even do less.
