When does your time officially begin for purposes of calculating the quote?

For example, let's say I hire a limo company in Mineola to pick us up in Astoria. Does the time start when the limo driver leaves Mineola OR does it start when he arrives at my house?

I've been told the opposite. It starts from the time they leave their office and ends when they return.

It should be from the time they pick you up in Astoria.

ive been to a few limo places now and ive been told at all of them that the time starts when they arrive to pick u up.......

Th time should start when they arrive at your pick up spot and end when they drop you at your final destination.
