Do children count towards your minimum when you aren't paying full price for them?

no. neither do the vendors.
The discount price only applies to kids and vendors after you meet your minimum- otherwise they cost full price.

what happens if you dont meet your minimum by just a few people. Will you end up paying for their spot anyway, so should I invita a few more?
(I have NO idea what my minimum was - I forgot!! )

In our case, we paid the full balance a few days before the wedding. We came in 3 people less than the minimum, so we ended up paying full price for 3 of the kids, and the vendors were at the discounted price. I couldn't see inviting 3 people at such a late date and we wouldn't have saved anything, since we would have been paying for 3 more people anyway.

yes you have to pay full price for them if you are not meeting the MIN - only after the MIn do you get half price of discount.

Not necessarily, different halls have different policies, my sisters hall not only counts children into the minimum, but they have the choice of eating an adults meal or a kids meal...and they are half price...
