Colondrea New Corner on 72nd and 8th Avenue (Our favorite family restaurant we have all parties here and had my older son's RD here)
Schnitzel Haus on 5th Ave between 73 & 74 streets. (we just had our RD here a couple of weeks ago and it was fantastic. A nice change from Italian food)
Tommaso on 86th St and 15 Ave (?)
Even Arirang does showers in a room they have upstairs.
I forgot to add IL Colleseo on 18th Avenue around 70th street give or take a block.

I know a couple of places in Mill Basin and Marine Park but nothing in B-hurst or Bay Ridge. Sorry.

Bay Ridge Manor has a small room for private parties and they charge $25 pp. It includes, food, cake and decorations.

not in your neighborhood but Bubbys is pretty good... comfort food and an awesome view of the bridge. Not sure on their prices but they are really flexible
