Questions about cry packs

This is the first time Im hearing about Cry Packs and i love them! I have a couple of questions though

1) How do i make them? Ive seen a couple of you have made your own and they came out so cute!

2) Does someone hand them out or do u put them in a basket in the church?

I've seen them avaible for purchase, already made, on Ebay. I had to do a weird search to find them though...
