quick thread! what does hallow to hem mean?

i've heard the term many times here, what does it mean exactly?

When they measure you from the hollow of your neck to your feet.

This is usually done when there is detail or beading on the bottom of your dress and it can not be cut by a seamstress.

The dress is measured for the hollow to hem, and then sent to the designer to make in those exact measurements.
