Tao
Went to Tao for my birthday last year and had a great time. It's great for celebrations. Keep in mind the music is pumping do if it's a larger crowd you may not be able to talk to everyone but it's still a great choice!
Crema Restaurante (also NYC) would be a great choice. (it's a Mexican restaurant on W17th) www.cremarestaurante.com

You can also come into Williamsburgh and do SEA, which is this trendy thai spot...
I heard this place called Tortilla Flats in the city is good too...

Mercer Kitchen is great for parties becuase it is really nice and has great food, but it is 'loud' enough to have fun and and not feel like you are disturbing other diners.

I agree...Mangia Bevi is so much fun. When I went they made the bride do a b**wjob shot . Also, Lucky Chengs is always a fun time too.

what sort of atmosphere are you looking for? There is a huge difference between a place like Tao and a place like Tortilla Flats.
