SOOO I have wayyy too many OOT guests, and I really cant afford to have them all at the rehearsal dinner.. is it rude just to have the bridal party and closest family? ESP since I dont even like half of the OOT guests

nope...with just parents and bridal party we have over 50 people so we aren't having OOT bc theres way too many.
