my fmil insists no they aren't allowed. BUT the wife of FH's best man is allowed since they work together (FMIL & wife). I was like you can't just pick favorites and let him bring his wife but no one else can bring people.

Who to Invite
At the very least, the rehearsal dinner guest list includes immediate family (parents and siblings), wedding-party members and their spouses or significant others, and the parents of any child attendants (inviting the children themselves is optional). You should also invite the officiant and his or her spouse to the dinner (they may not come, but it's the polite thing to do).

We actually are going to have a decent amount of OOT guests but we chose NOT to invite them to the rehearsal. We have invited the BP and their SO's and parents, that is it.
