There are restrictions. Each restaurant has their own; generally you can't combine them and can't use more than one per month per restaurant - BUT, they usually don't expire.
Sometimes restaurants have a minimum amount required per table or per person as well.
No matter what, remember to tip according to what the ACTUAL total would have been without having the certificate! (Unless the service ****** major donkey balls)

For most restaurants I've used there is usually a minimum purchase amount.
For $25 gift certificates usually you have to spend $50, so forth. They're mostly dine in only. Some don't allow you to use on the weekends. Keep track of them yourself because there's no real way to tell if it's been used or not.
