Ribbon Wands???

I know this is going to sound stupid, but what are these used for? I've seen them online....

They are used after the church when the couple is walking out. Some churches (like mine) do not allow anything to be thrown so ribbon wands will look pretty when everyone is waving them without anything falling on the ground.
