If your ceremony location does not allow you to throw rose petals or rice/bird seed some brides make these for there guests to wave.

You can use a wooden dowel. Put a screw eye at one end (a very small one). Then put a whole through long strands of ribbon and tie them to the screw eye using string. Use clear nail polish on the ends of the ribbon to keep them from shredding.
