I would say May. But it all depends on your RSVP date. I knew I would have to chase down people who did not RSVP so I gave myself a lot of time.
I had a July 15th wedding. Invites were sent out May 6th - RSVP date was June 10th.

I am getting married July 7th and I am going to be mailing my invites out the last week in April since my RSVP is June 5th. I think that is a good amount of time.
