Silly passport question

Can you apply for a passport in a state you don't reside?

I thought you could, by my sister is saying no..

i am just guessing or assuming here... but what does the state have to do with it... its a US passport not a State passport...

technically my license and birth certificate are from CT, but i am renting in NY. I know that they have to have some permanent mailing address. Iwent to the post office by my house and they didnt give me a hard time with the out of state ID.
what state are you trying to get it in, and where is yor residency?

Ok - Thanks ladies!!!

I am going home to Ohio and will actually have time to apply this Friday. I think it should work out ok!
