Silly question about petal cones

I acutally am not making 'petal cones' but I am doing something similar. I am just taking toole and putting it around some rose petals with ribbon. My question though is...how many rose petals go in each one???

10???
20???

im not doing these but i would say about 10 in each. I dont think 5 would be enough. HTH
