I've seen at many weddings that the bride and groom set up flip flops or sunglasses for guests to have at the reception (typically summer weddings.) Following along with that in mind- any ideas for something cute for February??

Sometimes you can get shawls for inexpensive that you can provide for women...either colors of your wedding or different colors to make it brighter. One wedding I went to in the early spring had them tied on the chairs for the number of women at each table or you can put them together in a basket.
You can still make a flip flop basket or slipper basket for women that don't want to wear their shoes the entire night.
