I think there should also be a newbie board or a locked topic with info such as:
* don't make your first post 'I got these awesome favors! Call 555-555-5555'
* don't make your first post a bash of a vendor
* it's usually pointless to bump threads from the year of the flood (unless it's a pic thread or similar- this has been a big fakie thing lately)
* post on the proper board
* the search function is your friend
* how to use the resizer and other features

Something I have on my forum is a 'Knowledge Base'. It's simply a collection of the most frequently asked questions all put in one spot. (Yes, also known as FAQs).
How many times do you hear the same questions asked a bazillion times? Wouldn't it be nice to have them all in one centralized place?
Create the forum, and only give mods permission to post in it. (though anyone can reply). When someone wants to add an article, they FM their article to the appointed person/mod who would be in charge of the Knowledge Base and the mod then reviews it. If approved, they add it to the Knowledge Base. Since only the staff can post in there, it will be free of non-FAQ posts and it would truly be the 'Bible' of the board.
I've had that system since I created my car forum and you wouldn't believe how many other 'competing' boards link to my Knowledege Base for info!
