Someone was talking about being able to claim State taxes that was withheld this year on their federal return? Does anyone know what they're talking about?

If you itemize, you can claim withheld state taxes as a deduction.

How does that work? We didn't have enough to itemize. We were about $1,400 short from just the standard deduction. Would just state taxs alone make it worth itemizing? Thanks!
Can you put the whole amount the was witheld, or only a portion?
