I didnt send STDs at all.
I would however send them to all your guests, if you are looking to keep costs down I would send the people that are further away or that you arent AS close to an ordered STD and create an STD for the rest of your guests, but I would definitely not pick and choose who you send them too

We sent them to most friends and close family, not everyone.
