Why is that? It's not that you're just 'NOT' paying the bill. You worked out a deal. How much could it affect it by?

It will affect your credit rating negatively. For a good explanation, just google it. Essentially, you have $x of credit allotted to you, but you are using y% to carry a balance w/o paying it off. This is looked upon as negatively.
