Tanger Factory Outlet Centers plans to build a sprawling $120 million shopping center at what is now an aerospace electronics plant in Deer Park.

Plans call for the shopping center to be built on 81 acres now occupied by an EDO Corp. factory just south of the Long Island Rail Road's main line. At 790,000 square feet, it would be Tanger's largest center in the country.

Tanger's 10-year-old Riverhead mall draws millions of shoppers annually, often by the busload from New York City, and is credited along with a water park and aquarium for turning the once-quiet town into a tourist destination. While a new Tanger center three miles off the Long Island Expressway could prove more convenient for some, Tanger and Riverhead officials played down the possibility that the centers would compete.

The proposed center would be slightly larger than the 170-store Tanger Outlet Center in Riverhead, Tanger's largest single property with 729,878 square feet on 75 acres. The new mall would contain factory outlet stores and big-box retailers - giant discount stores such as Target or Wal-Mart. An opening date hasn't been set and likely remains years away.

Nevertheless, Tanger has begun soliciting tenants for the Deer Park site, said Janine Nebons, general manager of the company's Riverhead center. She cautioned that not every site Tanger proposes gets developed.

Tanger's partners in the project, each with a third interest, are the Syosset-based Blumenfeld Development Group Ltd., a prominent Long Island developer, and members of the Manhattan-based Mack family, which has large real estate interests. The proposal was outlined in a Securities and Exchange Commission filing made in November by Tanger, a publicly traded shopping center developer based in Greensboro, N.C., and confirmed Friday by David Blumenfeld, a principal of Blumenfeld Development, who said site plans would be submitted to the town of Babylon in mid-March.

'That's pretty amazing. They're all pretty big guys,' retail expert Stanley Schuckman, of Woodbury-based Schuckman Realty, said of the development trio. He said the proposed center 'will do unbelievable business.'

'It's a winner if they get it,' said Wilbur Breslin, the Garden City-based shopping center developer and retail space broker.

Babylon Supervisor Steve Bellone said the center 'will have tremendous economic benefit.' Taxes generated by the completed outlet center would be about $4 million, compared with $1.7 million from the existing building.

EDO, a military contractor based in Manhattan, said last August that it would sell the building and move to an undetermined location.

But Bellone said the developers will have to make significant infrastructure improvements, particularly along Grand Boulevard, to win town approval.

'Obviously, our biggest concern is traffic,' said Peter Casserly, Babylon's commissioner of planning and development. The developers will have to undertake a full environmental impact study, he said.

Casserly said the developers plan to raze buildings, connect the site to the Southwest Sewer District and widen Grand Boulevard and Commack Road where they abut the property.

The developers have estimated the cost of construction at $120 million, Casserly said. The Tanger outlet in Riverhead, which opened in stages beginning in 1994, cost $150 million to complete.

The proposed Deer Park outlet center would not necessarily compete with Tanger's Riverhead property. 'The Long Island market is so big that there is enough room for two in this market,' Nebons said, noting that Deer Park would lure different customers, many of them from the South Shore.

Riverhead Supervisor Phil Cardinale said the Deer Park project would 'clearly have some impact on the volume of people that come to Riverhead Tanger.' But he said it would not be a critical issue.

The Riverhead center, which is fully occupied, attracts as many as 12 million shoppers annually, mostly during the East End's summer tourist season and before Christmas, Nebons said. The Riverhead stores employ more than 2,000 people.

In September, Tanger asked Riverhead town to approve a 14-acre expansion. The request is pending.

Tanger wants to attract a variety of tenants to Deer Park. 'I think it's going to be a different mix of tenants,' Nebons said. 'It will be an outlet center, but it will have some other components that will make it a little bit different.' She declined to offer additional specifics. Industry sources said restaurants may be at the site.

'We'll put together a mix that fits that market and population and will not be disruptive to the Riverhead activity,' she said. 'We're not going to pick up Riverhead and duplicate it in Deer Park. We'll make it unique.'

Candace Corlett, a principal with Manhattan-based consultants WSL Strategic Retail, agreed that Tanger would have to create a different variety of stores in Deer Park. 'Right now, Tanger in Riverhead is a shop-until-you-drop format. People come in busloads. It tends to be a full-day outing,' Corlett said.

Deer Park might 'serve as more of a mall outing for the afternoon,' she said, adding that the Deer Park and Babylon areas don't have 'a lot of terrific malls.' Deer Park does have some big retailers. Home Depot, Super Stop & Shop and Kohl's stand on land fronting the proposed outlet center on Commack Road.

Re: Tanger Outlet looking to come to Deer Park!!!!

I really hope that it DOES NOT come to that site! Why? Because I work right next to it. We have a school there. Not only will traffic be unbearable, but I do not think it will be a safe environment for our students and staff. We do not want stangers on our property and I can imagine what parking will be like. A zoo!! Especially during holidays! I can only hope that if this actually happens they find a way to protect our site and install some good security features. I don't want to be fighting with people over parking!

i think it would cool to have tanger so close, but i really can't see commack road handling that volume of traffic. not to mention all of the other small businesses around there - it would be a disaster!!
