i don't know. seems a little high to me but i wasn't getting 8 bok's (i have 3) and i'm doing 12 cp's (6 high and 6 low) and all my quotes were around $2500.
i also don't know what flowers you're using. my only 'fancy' flower is peony out of all of them

maybe slighty high, i have only have 7 high (and the other 7 low) and less bm's, and I am paying $3k....I think you should be able to get something around $3500-$3800

That seems way too high of a quote...I am getting alot more for half of the quote you got...Try looking around more and try negotiating more
