Do we have to let the venue and/or band/DJ know when we want each of the toasts to occur during the reception or do they kinda just figure out the timing on their own since they're the experts?

I would talke to your DJ/MC about what you want to happen during your wedding beforehand so they can space everything out properly around your meals and the songs and dances you want them to have for you. That way you're not scrambling and everything goes at a more relaxed pace.
Our company gives us a whole page of things to fill out in advance, and it includes if we have spotlight dances we really want and who we want them to showcase. At our final meeting we'll go over all the little details.
As far as spontaneous toasts, I'm sure any professional company will just go with the flow.

They are typically after intros and the first dance, everyone sits down and you do toasts and the waitstaff takes dinner orders, and some have a blessing.

Thanks! Our band gave us that sheet to fill out so they'll know who is speaking but the sheet didn't ask when the people will speak so I wasn't sure if that's something I need to tell them or if they generally know when the best time for speeches are.

Typically the matre'd and RH tell u when u do ur toasts. The DJ normally goes over everything with the matre'd the day of before u guys get there.
Normally it's after 1st dance while people are eating 1st course. Although i've also seen it around desert time.

My reception hall wrote out a timeline and I plan to give it to the DJ so he's aware of it beforehand. He also needs to announce when it's time for toast, parent dances and etc.

The maitre'd will work together with the DJ or bandleader for timing. That;s part of the maitre' d's job - to be the chief coordinator for everything.

they'll tell you LOL but its done immediately after. Right after we did intro, first dance and sat down they did the toasts.
