I completely understand where you are coming from.. i would just tell your sister that you are soo sorry but you dont think you can invite them due to the amount of people you have invited already.
Im sure they will understand that you reached your max

Exactly this! Its amazing how certain ppl just assume they are invited. Esp if you havent seen them in years. Its nice of them to express their excitement for you and want to come but if you dont have the room or the budget for the then u def need to let your sister know.

Thanks you guys...I decided to offer her this option. She can either pay for them herself, bc I can't afford to, or we can B-list them. Wish me luck when I tell her!
