Can someone explain this to me? Does anyone getting married in 2009 get to attend? and we are the guests? in 2010 do we have a chance to possibly go again as a party of the bridal party?

I believe they do it every year. If you want to attend the wedding in 2009 that was just selected you will have to buy tickets...the price has yet to be announced.

2008 brides are chosen as the brides and bridesmaids for the wedding. It's like a mock wedding- you get to see vendors in action.
Hopefully they'll start selling tickets soon!!

Pretty much everyone summed it up - there are reviews on the review board of TWOTY to check it out. 2009 brides get to enter a drawing in 2010. Tickets will go on sale probably in a month or two - everyone can buy them and you can buy a ticket to bring one guest.
Its really a lovely event to attend to see vendors in action, you get great grab bags, great raffle prices and just a fun event.
I will be one of the bridesmaids this year along with my dh who will be one of the groomsmen. So hope you can attend since it really is going to be a blast!
