My uncle was fixing something outside his home in the backyard by his fence and the nieghbors dog jump over the fence and attacked him and bit off his lower lip and ate it -as per my mother. He is in emergency cosmetic surgery and I have not heard from my aunt yet.

Oh my God! I hope your uncle is OK, my prayers are out to you!
My mom was bit by a dog a few years ago (nothing as serious as your uncles) and let me tell you, the owner of a dog that bites is in BIG DOO DOO. The dog must be put on a list that classifies it as a dangerous dog, the homeowners insurance will drop the policy holder, and if the dog was a breed that is known to be dangerous such as a pit bull, ect, and the homeowner lied about it, that is even bigger trouble. He wont have to worry about medical expenses, ect that will all be covered. And he will be able to sue the dogs owner.

I hope he is ok - I am a dog lover but this one sounds like he should be put to sleep.
