Yes, you can - that's how I'm wearing it. When I placed my order for my 2 tier, elbow lenght veil they measured one of the layers (for the blusher) and measured to about my chest.

yeah, the top layer would be for the blusher (hangs about to your chest, but nothing shorter, I think it'll look too short then ) and the bottom (second) layer (is longer then the top layer) is the other piece that hangs behind.

Thank You so much!!! My mom has to have it where I walk down with a blusher (just learned that word) and I don't want a (cake-top veil), I think that is what it is called...the one that doesn't look like that one above...anyway....so I wanted to make both of us happy and now I can!!!
