Vendor Sales Tax Question

Since I live in NJ (but vendors are in NY) we have gotten breaks on the sales tax.

I still dont know why....can anyone explain this?

Also calligrapher is in NY, but charged us sales tax....can I say something that everyone else has told us we dont have to pay it bc we are in NJ???
