Vent/Need advice -kinda long sorry

Okay..so this might get confusing, but I'm going to try to explain it anyway...
Between my mom and my FMIL our guest list got way out of hand, way too fast. Before we knew it, FH and I couldn't invite some of our friends! Now, there were a few people that we really wanted to invite but for space reasons, we just couldn't. We thought we'd see how many people said no and work from there. WELL, like nobody said no and I got the dreaded phone call from my friend. She asked why her and another friend hadn't be invited! FH and I felt SO horrible because she was one of the people we did really want to invite, so we had a big talk and told her everything straight out. We decided that she should come and bring the other friend as her 'date.' I said as much as I want, I just can't invite you with someone. She agreed and thought it was a great idea! I send her an invitation..with guest and then tell her that I am sending the other friend an invite (because I felt bad) but no guest. Fast foward...I get the response card back from her and it says and guest! So to clarify I asked her and she said since I sent the other girl the invite too, that she invited her boyfriend of like 5 minutes!!!!! I was SHOCKED...how do I re-iterate what was already said and basically tell her she can't bring someone!!?? I feel so stupid and bad, but there is just NO ROOM! Please help!!!!
AHHHHHHHHHH
