The reception hall doesn't allow me to have votive placecards so I'm making votives with our name and date on it. I'm not sure how many to make though. Should I have one for each couple or just couple for each table?

It's one per couple. If you don't have time to wait for responses then the standard when ordering is the amount of invites you sent out. If you sent out 100 invites then you should purchase 100 favors.
